Subsequently getting the let required to enter Alioth, I've been to Irkutsk 2 times, and checked Station Irkutsk @ EDDB, several times over by cpl days and the ship is not listed. Is it normal for a ship to be "out-of-stock" for extended periods like this?

EDIT: For description, I am currently at the Irkutsk Station, and the Asp Explorer is not listed in the Shipyard.

It's easier to search for a ship on EDDB than it is to suffer the disappointment of going blindly to a system. As you accept establish out, EDDB (the best source) changes quickly sometimes.
I have institute that listing can alter pretty fast. I merely wait for another organisation and so.

Best thing you can do is continue to search for other stations. Someone will have it. Simply waiting just for the small disbelieve just isn't worth the effort since you can brand upwardly the small difference with just a few missions or mining or even honking systems for 36 jumps.
Even so, for reference sake, if a person does non have Horizons installed (I'yard not proverb you don't) there are certain ships that are not available to them. For example, a person without Horizons cannot wait to find a Krait Phantom.
